I've just tried this and I think it may clear up the question of effects order:
Set up a long delay with high level, feedback and time settings so you get clean separate repeats over a very long period. Add to it a Flanger with full intensity so it is easy to hear. Play a short sharp single note and you can hear each repetition has the flanger. Now while the repeats are still clear, quickly drop the Flanger intensity to 0. The Flanger effect remains in the echoes. Do the opposite, play a short clean note into your delay setting and add in flanger intensity on top. No flanger appears! As, once the sound is in the delay it is no longer affected by the modulation controls, this show the Modulation is before the Delay.
Do the same test with the Reverb. You will find the oppposite happens. When the reverb is dropped to 0 it vanishes in the echoes. When it is added in it appears. Reverb appears to be after the Delay.
So we would appear to have Modulation -> Delay -> Reverb.
Does that make sense and is it what anyone else finds?
EDIT: And don't forget VoodooJeff's contribution to this thread:
